RESTON, Va., March 13, 2025 /PRNewswire/ — The National Contract Management Association (NCMA) is excited to welcome its newly appointed and returning Board of Directors for the 2026 program year. These leaders bring a wealth of experience and fresh perspectives that will help drive NCMA’s continued growth and impact. New to the Board are Kameke Mitchell and John Roman, while Megan Dake, CPCM, Shanna Webbers, and Eugene Scott, II, JD, CPCM, Fellow, will continue their service.

NCMA also extends its sincere gratitude to outgoing Board members NCMA Past Chair, Denyce Carter, Fellow and Ted Harrison, Major General US Army (retired) for their dedication and leadership, which have played a vital role in shaping the association’s progress.
Kameke Mitchell, NCMA Fellow and National Committee member, is the Director of Procurement Strategic Operations at NASA, leading procurement functions agency-wide. With over 20 years in federal service, she has held key roles at the U.S. Space Force, Department of Defense, and U.S. Air Force. A procurement thought leader, she has shaped acquisition policy and contributed to NCMA.
John Roman, CPCM, CFCM, serves on the NCMA Board of Advisors and is VP of Contracts, Procurement, and Pricing at ECS Federal. With 33+ years of experience, he has held senior roles at Huntington Ingalls, Cadmus, SAIC, and LMI. A recognized industry leader, he has presented at NCMA World Congress and DAU and received the 2017 PSC Leadership Award.
Megan Dake, CPCM, is VP of Corporate Contract and Cost Estimating at Lockheed Martin, leading corporate-wide policies, strategies, and training. She has extensive experience managing complex contracts and financial strategies across Lockheed’s business areas.
Also reappointed, Shanna Webbers, Chief Procurement Officer at FDIC, provides executive leadership in procurement and acquisition innovation. Previously IRS CPO and acting Senior Procurement Executive at Treasury, she is nationally recognized for driving acquisition transformation and holds degrees from East Carolina, Central Michigan, and National Defense University.
Eugene Scott, Fellow, CPCM, is the Acquisition Oversight and Reporting Division Manager at FAA. With 30+ years of experience, he has led acquisition policy and oversight, contributed to NCMA governance and educational programs. He is also a member of the Maryland Bar.
